City of Boston Energy Block Grant Admin

Under the direction of the Director of Energy Policy, Office of the Mayor, Environmental and Energy Services and the City Auditor:  manages the City’s Energy Efficiency and Conservation Block Grant (EECBG), awarded September 15, 2009, by the U.S. Department of Energy (DOE), under the American Recovery and Reinvestment Act.  Prepares budget for $6,506,200. EECBG and its ten (10) project lines, focusing on energy efficiency and renewable energy deployment in the City of Boston.

Serves as a liaison between the Director of Energy Policy and the U.S. DOE on issues related to grant administration, reporting, and tracking.  Supports efforts to prepare the City to receive full amount of EECBG funds, including working with appropriate departments to identify and set up accounts, transfer funds, and develop a plan for receiving and expending EECBG resources.  Assists Director of Energy Policy and other staff draft and issue Requests for Proposals for consulting and other services using EECBG resources, and assist with proposal review as necessary.  Meets U.S. DOE reporting requirements and deadlines, including timely submission of required forms, paperwork, and reports, and maintains contract fiscal reporting and payment process for accuracy and appropriateness.  Makes recommendations to the Director of Energy Policy relative to the availability of funds.  Maintains budgetary ledgers.  Prepares all reports requested by the City of Boston Office of Management and Budget as requested.  Processes consultant invoices.  Performs other duties as required.

Minimum Entrance Qualifications:

Four (4) years of full time administrative experience in budgeting, accounting or financial reporting of which two (2) years have been concentrated in basic accounting & record keeping, office management & practices and procedures, department rules & regulations, working ability to prepare and maintain budgets and associated records; or any equivalent combination of the required experience and substitutions below:
An undergraduate degree with a major in business administration, public administration or business management may be substituted for a maximum of two (2) years of the required experience on the basis of one year of such education for six months of the required experience.
A graduate degree with a major in business administration, public administration or business management may be substituted for 3 years of the required experience.
Demonstrated prior experience with the management of federal grants, budgets, and reporting may be substituted for 1 year of required experience.
